In the best case scenario, the odds are that the enthusiastic M. Ahmeti didn't have the proper knowledge to identify that the said Th. Shkodrani was actually the Byzantine priest and chronicler Th. Skoutariotes, and he must have thought that Skoutariotes (Skoutarion, nowadays Uskudar in Istanbul) must have been the same as Skodra (Shkoder).
