Picture had been taken before 1900, because the river Isar looks very natural. The channel for the near power station which has been built from 1900 to 1903 cannot be identified.
The lokomotive crossing the brigde looks to me like a bavarian B VI with peat tender. This type is very typical for the years from 1863 to 1880, although some have been used until 1923.
It's very probable, that this picture had been taken in the 1870s or 1880s.
